The Modern Slavery Act 2015 applies to England and Wales. The Act includes two substantive offences – human trafficking, and slavery, servitude and forced or compulsory labour. The Scottish Parliament passed the Human Trafficking and Exploitation (Scotland) Act in 2015.

The National Referral Mechanism (NRM) ensures that potential victims of modern slavery receive the appropriate support.
All potential victims of trafficking and modern slavery should be referred to the NRM by the first responders, regardless of their nationality.
Victims may not be aware that they are being trafficked or exploited, and may have consented to elements of their exploitation, or accepted their situation. If you think that modern slavery has taken place, the case should be referred to the NRM so that the Single Competent Authority (SCA) can fully consider the case. You do not need to be certain that someone is a victim.
The NRM guidance explains how to complete the referral form before it is considered by the relevant SCA within the Home Office. A link is in the resources section at the end of this module.
Examples of first responders are: the Police, Children's Social Care, Adult Social Care, Health Trusts, National Crime Agency.
If you are aware of someone who you believe is a victim of modern slavery or trafficking, your role is to notify the first responders, such as Children's or Adult Social Care or the Police so that they can refer the victim to the NRM.
