Executive Summary

This evaluation assessed the accessibility of the NHS website against WCAG 2.2 Level A and AA using the WCAG-EM methodology, with a specific focus on motor accessibility for users with limb loss. A representative sample of pages, including the Home page, Health A–Z Index, and Amputation Information page, was evaluated using automated testing to establish a baseline, followed by a detailed manual keyboard-based evaluation.

Overall, the NHS website demonstrates a high level of accessibility for motor-impaired users across the evaluated sample. All sampled pages support reliable keyboard-only navigation, logical and predictable focus order, clearly visible focus indicators, and descriptive links and headings. Skip links are consistently provided, allowing users to bypass repeated navigation and reduce physical interaction effort.

No keyboard traps, inaccessible interactive components, or focus-management issues were identified during manual testing. The evaluated pages primarily consist of informational content with limited interaction complexity, which contributes to their strong accessibility performance for users who rely on keyboard or alternative input methods.

In summary, the NHS website conforms well to WCAG Success Criteria relevant to motor accessibility within the evaluated sample. The site provides a robust and low-effort interaction experience for users with limb loss, with no significant motor-accessibility barriers identified.

Scope of the Evaluation

Website name
NHS Website (nhs.uk)
Scope of the website
A representative sample of public-facing web content of the NHS Website (nhs.uk), located at: https://www.nhs.uk/ The evaluation includes the following key pages: 1. Home Page 2. Health A–Z Index 3. Amputation Information Page These pages represent core navigation, primary user tasks, and interactive functionality, and therefore constitute a representative sample for evaluating accessibility conformance under WCAG 2.2 Level A and AA.
WCAG Version
2.2
Conformance target
AA
Accessibility support baseline
The accessibility support baseline for this evaluation is: Browser: Google Chrome (latest version). Operating System: macOS (latest version). Primary interaction mode: Keyboard-only navigation. Inspection and analysis tools: Chrome DevTools for HTML, focus order, and ARIA inspection. This baseline reflects the evaluation context and motor-impaired interaction scenarios relevant to users with limb loss, including reliance on keyboard navigation and reduced precision pointing.
Additional evaluation requirements
This evaluation includes the following additional requirements: - The evaluation focuses specifically on motor-related WCAG 2.2 Level A and AA Success Criteria, as defined in Appendix A of this study. - The evaluation is supplemented by a usability-based heuristic review to identify motor-accessibility barriers not fully captured by WCAG success criteria alone. - The WCAG-EM Report Tool is used as the primary documentation method, with supporting screenshots and notes included in the appendices where relevant.

Recording of Evaluation Specifics

The evaluation focused on WCAG 2.2 Level A and AA Success Criteria relevant to motor accessibility, including keyboard access, focus management, bypass mechanisms, target size, and interaction predictability. Automated testing was used to identify potential issues and confirm baseline conformance, while manual evaluation was used to validate keyboard operability and real-world interaction effort. Success Criteria that were not applicable due to the absence of relevant functionality were recorded as “Not present” in accordance with WCAG-EM guidance.
