As part of measures taken to protect national economic, security, military or health interests, countries control the <glossary placement="bottom" content="The transfer of information or material to a second country.">export</glossary> of some materials, technologies and information. These measures are set out in export control laws and are implemented through various regulations. They do not necessarily prohibit the export of sensitive technologies and information, but instead describe how exports are to be controlled.

Export control laws apply to some technologies and information used in university research. Consequently, university researchers must:

Be aware of export control regulations

Recognise when those regulations apply to their research

Seek advice from their institution, if in any doubt

Take appropriate steps to comply with export control regulations, if they apply to their research.

Export control regulations can be complicated. Decisions have to be made about the exact nature of the technology and/or information/data involved, relationships with individual countries, and more. If your research could be subject to export control regulations, it is best to get in touch with your research office early on in the research planning process. At some institutions, pre-approval may be necessary.

This module is designed to help you understand why and when your research could fall under export control regulations, and what you need to do if it does. This course covers:

Research that could be subject to export controls

What to do if your research is subject to export controls

Your national regulations

Case studies.

In the UK, Export Controls sit within a broader Trusted Research and Innovation framework. For more guidance on Trusted Research, see the "Additional information" pod.

Trusted Research and Innovation is a government campaign to protect the UK's international research and innovation sector.

It requires research organisations to:

Assess the suitability of their partners

Appropriately manage information and knowledge sharing

Ensure responsible commercial application of sensitive data and intellectual assets

The following resources provide an overview and guidance around best practice for researchers. Your institution will also be able to advise if you have questions or concerns relating to your research.
