by Sylwia Maciejewska.

1. How successful has the implementation of Police and Crime Commissioners been?

Police and Crime Commissioners (PCCs) were introduced in 2012 to make the police more accountable to the public (UK Government, 2024). They are elected by local people and set the main policing priorities in their area. In South Wales, which includes Swansea, the PCC supports programmes that aim to prevent crime and improve neighbourhood policing (South Wales Police and Crime Commissioner, 2025). These programmes can help make communities safer.
However, there are also some criticisms of the PCC system. Many people do not know who their PCC is or what their role is. Voter turnout in PCC elections is also quite low. Because of this, some people think the system is not fully effective. Overall, PCCs help focus on local policing priorities, but their success depends on public awareness and engagement.

2. Identify the Police and Crime Commissioner for your Police Force area. Review their Police and crime plans and consider how their priorities reflect against your own based on your reading, studies and personal experience.

Swansea is part of the South Wales Police area (South Wales Police, 2026). The current Police and Crime Commissioner is Emma Wools, who was elected in 2024. Her priorities include improving trust in the police, neighbourhood policing, preventing violence, and supporting victims of crime (South Wales Police and Crime Commissioner, 2025).
I think these priorities are important for Swansea because issues such as antisocial behaviour and crime in the city centre can affect local communities. For example, the nightlife around Wind Street can sometimes lead to alcohol-related disorder. I also had the opportunity to see Emma Wools speak in person during a presentation at University of Wales Trinity Saint David, where she explained her role as a Police and Crime Commissioner.
