However, weaknesses remain, including historic productivity gaps, graduate out-migration, SME fragmentation, limited venture capital presence, and relatively low competitive intensity within an SME-dominated economy. Demand conditions, while supported by public sector institutions such as NHS Wales and a growing tourism base, lack strong global sophistication, risking a supply-led rather than demand-driven growth trajectory.
